Bottom: The welfare card for the rich… can use for doing the wrong thing without being jailed and have the police as bodyguards to protect and facilitate during escape.
[Refers to the welfare card for the low-income earners issued by the junta to help low income people reduce their cost of living. The cartoon is sarcastic on the rich-poor gap in the country.
The cartoonist contrast this with the lives of both former PM Yingluck and the Red Bull heir wanted in a hit-and-run incident. Both seem to receive special treatment from the authorities that helps them skirt the law.]
