The man at top left is saying: Is this "Mr. Bout," extradited weapon trafficker that Thailand will hand into the United States?
The other man is saying: No, but this is "Mr. Wallpaper," the stubborn offender that we ask you to take on the plane and leave at sea!
[This refers to is Songkhla Democrat MP Sirichoke Sopha, close aide of Prime Minister Abhisit. As he is often silent and standing in the background behind Abhisit, is he referred to as "Mr. Wallpaper of Thailand." "Mr. Wallpaper" refers to the UK's Paul Yarrow who often stands behind on-camera reporters (see below).

MP Sirichoke's meeting with Victor Bout is thought to be part of a plan to link Thaksin to Bout's weapons trafficking. Whatever the truth of the meeting, it was a careless misstep by the government that has allowed Thaksin and the Pheu Thai to claim a frame up was afoot. Thus in the cartoon the government suggests the US drop Sirichioke at sea.]
