You can’t just break the snake’s back

On the snake’s tail: CNS [the Council for National Security, the military junta that governed Thailand after staging a coup against prime minister Thaksin Shinawatra in 2006]
On snake’s midsection: NCPO [the National Council for Peace and Order, the current military junta governing Thailand after staging another coup against the caretaker government of caretaker prime minister Yinguck Shinawatra]

[The snake’s head is face of Thaksin Shinawatra. The bandages on the snake’s tail and body refers to the Thai saying that when you hit a snake, do not merely break its back or it will heal and come back for revenge.
The cartoon means the CNS did not do its job in 2006 to reset politics so another coup had to be conducted–once again to combat Thaksin. It also implies that the NCPO might not do enough to eradicate Thaksin influence, leaving him a chance to come back.]
