Would the police take action against separatists?

From Manager, March 3, 2014
Commander-in-Chief Gen. Prayuth: I want to report on a group of rebels who try to separate the country and act in a way harmful to the country’s security, sir.
Caption: Hey!… Tu started to move now… Eh!? [Tu being the nickname of Prayuth]
[In the cartoon Prayuth sits in a stereotypical Thai police station with assorted local types dozing on chairs in the background (note the wanted posters on the wall) and a policeman plinking away on an old-fashioned manual typewriter to create a police report. It makes the point that the police, who are loyal to Thaksin, are unlikely to take action against Red Shirt threats of separatism.]
