Left: We have never threatened the court. It is the court that sets the flag already.
Middle: How did the court set the flag?
Right: It sets the flag to the point that they will not take our dessert [that we offer to them].
[To “set the flag” or “mark the line” refers that some standard is set that will become a precedent. “Dessert” refer to bribery.
The cartoon means that the court set a standard and will not take a bribe (or otherwise be intimidated) by UDD threats and blockades.]
