[This refers to the new draft constitution. It was mentioned that perhaps it might ban members of the National Council for Peace and Order (NCPO; the junta) from participating in the political activities in the future.
The cartoonist is skeptical that any prohibition would stop non-elected powers from interfering with the actions of an elected government. Even if the junta were banned, there are still many ways independent oversight agencies could be used to block an elected party from taking action.]
