The caption reads: The result of sending ghosts to do milling in the parliament.

[This is derived from a Chinese proverb meaning “money makes the ghost mill for you.” It means that Thaksin has spent money to ensure that his MPs do his bidding–turning them into hungry ghosts who mill for him. His recent attempts to suddenly push through his amnesty measures under the guise of reconciliation bills failed when government MPs seemed to lose their nerve and put off the measures until the next parliamentary round.
