Thailand international net traffic slowed

We were just told by True tech support in Thailand that the undersea cable through Hong Kong was damaged in the typhoon and it is slowing international net traffic to and from Thailand. There is no schedule for repair yet as the storm is ongoing in the area.

Update: Another explanation: Either new censorship equipment is being installed in Thailand or just another day of incompetence at the state telco
