Prince Necorn Sawan Paribatra is just another spelling of Paribatra Sukhumbhand, Prince of Nakhon Sawan, the grandfather of the current Bangkok governor. Among other posts, he was the last interior minister under the absolute monarchy. Chang Loon is probably the town in Kedah near the Thai border, so the card must date before 1910.
Clearly, it is referring to Prince Paribatra Sukhumbhand’s inspection of Border Demarcation between Siam and Malayu in 1909-1910
