The man running away is “Oak”–Panthongtae Shinawatra, Thaksin’s son.

[Refers to the Krungthai Bank illegal loans. Thaksin’s son Panthongtae escaped jail time for his involvement in the illegal loans that Krungthai Bank was pressured into giving Thaksin cronies. Julasingh was the prosecutor at that time.
In Thai, to cut someone’s leg is an idiom meaning that to do something prior to prevent another thing from happening. This means that Thaksin’s son, acting as a proxy for Thaksin, escaped his just punishment because Julasingh did not prosecute him to the fullest.]
