Furthermore, it is necessary to set up SPV (Special Purpose Venture) to handle Dewei Deep Sea Port and Dawei Industrial estate to create more credible project - NEDA will be a representative for Thai side to reduce the burden of ITD who has to turn from the concession holder into one of the investors but NEDA need at least 100 Million Baht for this SPV ...
For the case of 8 Special Purpose Companies (SPCs), ITD is going to become at least 25% shareholders of those SPCs.

Dawei Development Co.Ltd. said they are going to sell the first 7 zones. So far, Zone 1 and Zone 2 are done - ready to become Fashion zone to produce shoes while Dawei Development has signed MOU with Para rubber association to invest on rubber glove factories in Zone 3 (1250 rai/500 Acre of land) to be sold on the 4th quarter of 2013 - and it will take 10 months to set up the factories but it need the signature of approval from Burmese government to start the construction of factories.

A major infrastructure project involving the development of the Dawei deep seaport and special economic zone may be in jeopardy, said an informed source, citing the lack of financial transaction going into the constructions of the project.
The budget for the construction of the project was set at US$8 billion. But two years have been passed and the project has used up only US$52 million, the source said.
The project, implemented by Italian-Thai Development (IDP) has imported construction tools and machineries since January 2011.
Although the company has spent on tools and machineries for project, no one knows the company's actual amount on investment. There was no transparency. It is believed that the company is in financial difficulty, the source said.
The construction tools and machineries have been imported via Nabule and Htikhi border trade centers in last year. This year they were imported through Nabule border trade center.
More than $16 million of import were through Htikhi and Nabule border trade centers last fiscal year. The IDP imported more than US$36 million construction tools and machinery through Nabule according to the report of Border Trade Department.
The company is seeking Japanese investors as partners to keep going the project. However, the project was delayed for two years already due to lack of fund.
Myanmar and Thai governments are funding the project to be accomplished.

Commander-in-Chief of Defence Services Senior General Min Aung Hlaing met with former Thai Prime Minister Thaksin Shinawatra in Pyin Oo Lwin in Mandalay on April 16, the last day of Myanmar water festival), according to a posting on a Facebook site.
The photograph showed that the former Thai Prime Minister sprinkled water on Senior General Min Aung Hlaing with the use of a wet long leaf of Thabyay, a symbol of victory in the future.
The ousted Thai premier wrote in Thai that he expressed delights at seeing the Senior General and happening to the participation in Myanmar Buddhists’ New Year, its observance known as the water festival or Thingyan.
He also wrote that he visited the hill town for the first time and he liked its weather very much and fell into a sound sleep.
The former Thai PM also met with President Thein Sein in November last year, holding discussions on Myanmar’s political and economic reforms, future prospects of ASEAN and regional matters.
Thaksin, the elder brother of current Thai Prime Minister Yingluck Shinawatra, on March 21 flew to Dawei in Myanmar where a special economic zone is planned and the multimillion-dollar Dawei deep-sea port project has been under construction.
He visited Maungmaganboat island and Longlonboat island as well as Dawei deep seaport and stopped over for the night there.
Sources said Thaksin is interested in purchasing property in PyinOoLwin, as well as investing in the islands of Dawei. Similarly, Singaporean businessmen have also expressed interest in the construction for the resorts on the island.

Just a quick note K. Wisarut -- while Thilawa is definitely where the Japanese private sector will be investing (and not in Dawei), Thilawa is NOT a deep sea port. It is a river port just the same as existing Yangon ports and Khlong Toey, and is therefore seriously limited by navigational impediments, particularly the shallow river draft (about 9 meters).
