I think the floods would be bad whoever was in govt. The combination of huge rainfalls; a historical framework of poor or no urban planning measures in major cities; and a disjointed and uncoordinated civil service ensures what we are all seeing. Has this govt made mistakes, of course. Did the previous one in responding to last years floods, of course. Is any govt in the world immune from mistakes during a natural disaster, of course not. Even the world leaders in responding to natural disasters, the Japanese, showed their limitations earlier this year.

Many Thais of all political persuasions and class are doing a wonderful job even with the mistakes, challenges and institutional dysfunction. As the photo of Abhisit and Yingluck working together last week showed, this is an opportunity to come together, put politics aside for a while and do the best all can to alleviate the suffering of others.

There will be plenty of time for blame, recriminations and political point scoring after the floods have subsided.

The floods remind us of the precarious history Bangkok and up river cities have had with the river and that an aspiring modern Thailand needs to have professional planning measures respecting its geographical location. Heck it may even lead to some proper urban planning in the near future! After all, with global warming and rising sea levels the prognosis for the future of a huge city with poor urban planning situated on a low lying alluvial plain does not look good. Just ask Jakarta.

Subject: Announcement of Warning on Flooding Situation in Bangkok No. 1/2011

Since there have been some complications upon the operation of the dykes at Khlong 3, Khlong 4, Khlong 5 and Khlong 6 of Pathumthani Province imposing further extents of the problems as the volume of over flowing floods from the above Khlongs would combine with the mass volume of the flood from the northern parts of Bangkok resulting the total volume of more than 1,200 million cubic meters. The massive volume of the flood would over flow into the Rangsit Plain affecting the dykes protecting the City of Bangkok and, consequently, the following districts could be inundated:
1. Sai Mai District
2. Khlong Sam Wa District
3. Bang Khen District
4. Nong Chok District
5. Min Buri District
6. Lad Kra Bang District
7. Kan Na Yao District

Hence, Bangkok Metropolitan Administration (BMA) informs the above situation of the
flood and requests the general public to follow the situation very closely, remain calm and prepare the relocation of belongings including replacing electrical outlets to a higher level. The Bangkok Metropolitan Administration will report the development of the situation and issue announcement every three hours so the public could be instructed and prepare appropriate measures accordingly.

The Bangkok Metropolitan Administration would like the general public to be assured that the administration will perform our tasks with the utmost accountability. Furthermore, the administration has already devised the evacuation and mitigation plan for the public which could be further consulted at www.bangkok.go.th and the offices of the above districts or at the Center of the Protection and Flood Relief Operation, BMA tel. no. 1555

Princess Sirindhorn visiting those who suffer form the flood in AYutthaya

AYUTTHAYA, 12 October 2011 (NNT) - Her Royal Highness Princess Maha Chakri Sirindhorn yesterday visited Ayutthaya Province where she distributed relief packages and necessary household utensils to flood-affected people.

During the visit, Her Royal Highness asked provincial officials to help prepare more temporary shelters and food for affected people and their pets and to take care of their mental health. She suggested the provincial administration of Ayutthaya to hire people already affected by the flooding to work in the evacuees’ center to lessen their stress and promote their income at the same time.

Her Royal Highness also observed the Royal Thai Red Cross’s mobile kitchen which makes more than 1,500 dishes a day for distribution to affected villagers who cannot leave their houses as well as those at the evacuees’ center in the province. The mobile kitchen will continue its work until floods die down.

Apart from relief packages containing food and household appliances mostly, other items distributed to affected people during the royal visit included motored flat-bottomed boats, paper toilets, and floating toilets. Medical teams from Ramathibodi Hospital also provided fundamental medical services to flood-affected people to lessen their sufferings.

The klong which feeds Bangkoks water supply (80% of it at least), Klong Prapa, started to overflow late yesterday afternoon. I went out to have a look and also around Pakret to see the river. One of the big problems once this area starts to really flood is the number of vehicles double parked on the expressway or overpasses mthus limiting evacuation and the access of emergency vehicles.

Today, Songprapa road has flooded about 10-15cm further to north in Don Muang district. Areas along Chaeng Wattana have started to flood a little near Klong Prapa and outside the Govt Complex but traffic is still flowing. The concern is for Muang Tong Thani/Impact area and the numerous housing estates/moo bahns either side of Klong Prapa.

Further to the south, reportedly water is starting to flow a little around the intersection of Phrachachun and Nam Wong Wang rd near The Mall. Slum residents at the south end of Klong Prapa in Samsen and Makkasan have been warned to evacuate.
