    Maybe to avoid confusion, there are three different proposals for Mae Sot.

    1. Mae Sot Province (จังหวัดแม่สอด), or also as มหานครแม่สอด (see e.g. Manager from 2006)
    2. Mae Sot special administrative area (องค์กรปกครองส่วนท้องถิ่นรูปแบบพิเศษแม่สอด, for short นครแม่สอด) - the two local government units Mae Sot city and Tha Sai Luat subdistrict municipality will be merged into this new unit, which will have a special local administration outside the Thesaban law, probably similar with the Pattaya law. The law to create this new entity has already been approved by cabinet.
    3. Mae Sot special Economic Zone (เขตเศรษฐกิจพิเศษแม่สอด), which is not a central or local government unit, but as far as I understand it only an area with special economic rules, i.e. different taxation.

    Even though Buengkarn is not officially new province yet, there is a taalk by Highway Dept to construct the 5th Bridge across Mekhong at Bueng Karn - with the investment of 1.5 billion Baht and the total distance of 1500 meter - with 4 lane highway - 50% Thai investment, 25% lao investment and 25% Vietnamese investment ... it woudl be amisture of the bridge across Mekhong at Nakhon Phanom - Kham Muan [Tha Khaek] and Chiang Khong - Huay Sai

    At 18:20 on January 26th, the 3rd reading of the Bueng Kan law was approved by parliament by 342:0 votes, thus now the only missing step is the signature of HM the King and the publication in the Royal Gazette, and then to wait for another 90 days until the legislation becomes effective.

    Now, the Senate approving Bueng Karn Province Act with the following vote on 31 Jan 2011 : 84 Yeah 5 Nay - ready for furhter amendament by the Senate - and the process will eb speed up to become effective by 18 Jan 2011 - the expiration date for the Senate to allow the general election for the Senate from Bueng Karn in April 2011.

    The amendament is to make Bueng Karn Province Act a day after the publication in Royal Garzette instead of 90--day waiting period, ready for the election of the Senate in April 2011.

    I'm a bit confused, does the end of the term of the appointed Senators and therefore the selection of 74 new ones mean that if the province is created in time there will only be 73 appointed ones, and an election for a single senator in Bueng Kan will be held then? How about the senator from Nong Khai, who was election by the people of Bueng Kan as well? If I understand the constitution right he will serve the whole six years, so in a way the people of Bueng Kan have two senators. The term of the new senator Bueng Kan will be six years, or only until the term of the previous elected senators end?

    Yah, If Buengkarn Province Act has become effective before the expiration of the Senate in April 2011, the Senate has no choice but to have the election for the Senator in Bueng Karn province ... alogn with the other 76 provinces while the number of appointed senators has to be cut down to 73 ...

    From the way how I understand the constitution, the election of a senator for Bueng Kan will be done in the next round of senator election, i.e. in three years. And if the new province becomes effective after the new appointed senators are selected (not sure exactly, the magic date may even be the end of term), then 74 senators will be appointed and then Bueng Kan has to wait a total of 9 years till it gets its own senator - first wait 6 years till the appointed senator term ends and then 73 senators get chosen, and then another 3 years till the next election to fill up the senate to 150 senators again. In that case, Bueng Kan and Nong Khai would have to elect a senator together once despite being separate provinces already.

    Buengkarn people wish to see Bueng Karn Province Act of BE 2554 become effective before 18 Feb 2011 to allow them to allow them to elect the senator on their own.

    Nevertheless, the Appointed faction of the Senate (such as Senator Khamnoon) have given heavy criticism that the amendament to make Bueng Karn Province Act a day after the publication in Royal Garzette instead of 90-day waiting period is not a good thing as claimed by the elected faction of the Senate.

    Senator Rattana Tohsittakul from BKK even says Nay to Bueng Karn Province Act by saying that this province should never be exist at the first place.

    Now, PT men has asked Phuea phaendin to Obstruct Bueng Karn Province Act BE xxxx by asking Constitution Court whether Obstruct Bueng Karn Province Act BE xxxx is unconstitutional or otherwise since they know that PJT men are going to grab the PM position in this new province for sure as a grateful gesture even though Pheua Phaendin men are the one who initiate the plan to create Bueng Karn province.

    The reason for the failture of Phra Narai province is due to the fact that those PT men refuse to use "Chaibadan Province" but coming up with the new name NOT correspondent to the name of the district and peoiple fel;t familar with Chaibadan more than Phra Narai ....

    Looks like the attempt to speed up the act was not successful - it was not yet published in the Royal Gazette, and today is the magic date on which the term of the appointed senators end. And as it is a holiday, no announcements are published today. So it will now depend on either the interpretation of the constitution by the constitutional court, or a corresponding amendment of the constitution whether Bueng Kan will be able to elect a senator in 2014 when the term of elected senators end, or in 2020 as in 2014 only 76 senators can be elected - the 74 who will be appointed now will not end their term until 2017, and there are only 150 senators allowed by constitution.

    Those PT men along with Phuea Phaendin men and even Senators soon to learn very hard the attempt to obstruct the bill to create Bueng karn province would become a big backlash on the upcoming election -

    There is now the demonstration by 200 people of Buang Karn burning the effigies of PT men/Phua Phaendin men along with burnign down the salt and the chili while summons the curses and other damnations toward PT men/Phua Phaendin men who go against the public opinions by obstructing the bill to create Bueng karn province.

    After demonstration, some out of 30 Sanators + 3 PT men who sign the petition to delay the creation of Buengkarn Province have no choice but to withdraw the signatures to invalidate the petition by not meetign the quorum ... so it is just a matter of time when HM has made the Royal assant on Royal Procliamation (Phra Boromraj-Ongkarn) to complete the process of creating Bueng Karn province.


    Phuea Phaendin has quickly changed their plan before singing the pention - after watchign the demosntration from Buengkarn people ...
