    Bueng Karn is the most Likely Candidate for the 77th Province

    The proposal to reate Bueng Karn Provine out of Nong Khai gain the strong support since it has laready has the prison, the court and all other infrastructure for the new province - and the logn distance form mother province compell to create the new province.

    Bueng Karn Privince needs at least 8 districts alogn with at least 300000 men to be the new province alogn with supportign infrastruction. The results showign that Bung Karn is ready to become the new province with hte followign districts in the list.

    1. Bueng Karn District - soon to be the new Muang distrivct of Bueng Karn
    2. Pak Khad district
    3. Soh Phisai district
    4. Porn Charoen district
    5. Seka district
    6. Bueng Khong Long district
    7. Sri Wilai district
    8. Bueng Kla district

    All 8 district has already had 390,000 men with the area of 791 sq. km. Bueng Karn already has a prison, provincial court, and other facilities to be the new province.

    The opinion of all 17 districts of nong Khai shows that
    1. 98.83% agrred on separatign Bueng Karn to be the new province
    2. 96 % of 126 local administration offices agree on separatign Bueng Karn to be the new province
    3. 100% of district level and privincial level agree on separatign Bueng Karn to be the new province

    The results have ensured that Bueng Karn has passed all the criteria to be the new province.

    Now, it has reach the cabinet level to come up with Buang Karn Province Act to be approved by the parliament.

    For the case of separating Mae Sod from Tak, Fang from Chaign Mai and Phra Narai from Lopburi, all of the FAILED due to the failture to get at least super majority to be the new province or did nto have infrastructure for the new province at all.

    Thanks a lot for this translate. I stumbled on this proposal few weeks ago, and noticed that the province governor of Nong Khai had submitted the proposal to the Ministry of Interior in January - see my blog posting. So I understand this news article right that the MOI has already approved it, so now cabinet and parliament are the next to consider it. Will they still be able to pass it through parliament this year if the house gets dissolved in September? Please keep me updated if you spot any news on this.

    Interesting to note - this province was first proposed in 1994, so just 16 years till gets close to creation.

    Now, UDD men felt upset that Grandpa Jin of PJT is going to handle Bueng Karn province creation insrtead of PT men so they have ruined the ceremony - ... and they will learnt very hard way in the upcomgin election when those who live in those area have cast the votes for PJT men, not the obstructive PT/UDD men.

    Nevertheless, Granpa Jin felt so sure that Khun Mark and the cabinet woudl approve the 400 Million Baht budget for the construction of Bueng Karn Provincial Hall ... and expect hte big Yeah Votes for Buang Karn Province Trice ...

    Now thsoe who live in Bueng Karn planning to build the New Goverment Center = the place for the Provincial Hall and next on th line woudl be the New Friendship Bridge from Buengkarn to Borikhamxai

    Today, the proposal was approved by the Cabinet, so now a draft law will go into the parliament. Not sure how long it will actually take now, but in the somewhat comparable case of the district Galyani Vadhana it was approved by cabinet in October, and the law was published in the Royal Gazette and became effective in December. So quite likely we will see the new province this year already.

    Now, Buengkan and Nong Khai People felt OUTRAGED when Khun mark implied that he may not support the idea for Bung Karn Province since the area of this province is 4,305.766 Square Kilometers => less than the minimum limit of 5000 Square Kilometer - despite of the popular demands.

    Furthermore, the creating of Buang Karn province may violate the cabinet resolution of NOT creating the new unit unless there is strong supports and strong demands to back it up.

    At the time being, Khun Mark telling Grandpa Jin [Minister of Interior] even thouhg Granpa Jin insisting that it is necessary

    Neverthelesss, PJT men startign to spin up the news that the cabinet now pressure Khun Mark (Prime Minister) to accept the decision of PJT men.

    Granpa Jin has told Khun Mark that Democrat has supported the creation of Nong Bua Lamphu and Amnart charoen province in 1993 desptie of the fact that these 2 provinces has the areas less than the minimum 5000 square kilomter.

    Furthermore, the distance of 350 km alogn the Mekhong and 200 km distance from Nong Khai hall has caused the major national security concern

    Cabinet has approved the draft for the law to create Bueng Karn Province due to overwhelming popular demands from both local administrations and local people of about 305776 souls - even though the budget for constructing the provincial Hall at 700 Million on the 870-Rai Public land at Kud Thing whcih is to become Bueng Karn Governmetn Complex can be postponed until the law has been approved by the National Assembly.

    When Bueng Karn Province is about to be created, those local people has proposed the new Friendship Bridge to link Bueng Karn with Pak Xan along with the plan to become the new Para Rubber Distributor Center in Isan to allow Para Rubber trade to Laos and Vietnam.

    SO far, Thai Hua Rubber PCL and Si Trang Group have already set up Para Rubber Processing Factories in Bueng Karn while Chinese Firm is going to st up A Para Rubber Processing Factory at Seka district. This has not included the Para rubber wood processing industry into the portfolio yet.

    Therefore, Bueng Karn Province is going earn the revenue from both Para Rubber processing and Tourism -> esp at Phu Thok in Sri Wilai district and Phu Wua Sanctuary in Bung Kla District and Seka District

    The Creation of Bueng Karn Province has NOTHING to do with the astrologer's advice to correct the misfortunes that plague Thailand. The requestion to create Bueng Karn has even dated back to 1992.

    The creation of Bueng Karn Province actually boost even more trades to Nong Khai despite of the plan for Bueng Karn to construct the new Friendship Bridge. After all, the automobile firms are going to open the showrooms in Nong Khai - upgraded from just the sell offices.

    Even Navy is going to upgrade the Mekong River Operations Unit in Bueng Karn from district level to Provincial Level.

    For the case of Bueng karn province, I heard that they are going to use the number "38" for postal code - thus the new postal codes for Bueng Karn will be as follows:

    Bueng Karn District (Muang distrivct of Bueng Karn) บึงกาฬ 43140 => 38000
    Seka district เซกา 43150 => 38150
    Soh Phisai district โซ่พิสัย 43170 => 38170
    Bueng Khong Long district บึงโขงหลง 43220 => 38220
    Bung Kla district บุ่งคล้า 43140 => 38000 (May become 38110 if separated Post Office is in need)
    Pak Khad district ปากคาด 43190 => 38190
    Porn Charoen district พรเจริญ 43180 => 38180
    Sri Wilai district ศรีวิไล 43210 => 38210

    Now Department of Local Administration stating that the process for Creating Bueng Karn Province will be fginished by the end of 2011. Before the separating, Nong Khai has 17 Districts with the area of 7,332.280 Square Kilometer and 905,405 people.

    Bueng Karn Province wioll consited of 8 Disticts on 4,305.746 Square Kilometer and 399,043 people.

    Thsi woudl relive Nong Khai lots of adminsitration burdens and facilitatye the adminsitration of both areas.

    38 is the only possible code, as the number range for the north-east 30 to 49 is full already, only 38 wasn't used yet. Actually, Nong Bua Lamphu got the 39 even though it belongs to the provinces in the range 40 to 49, but that was full already.

    Anything yet about the TIS1099 codes for the districts? They will probably also start with 38, but since they are much less in common use than the postal codes I doubt it will have anything about them in the normal newspapers.

    Before the change fo the system in December 1975, those who live at Sri Chiang Mai generally ferry to Viangchan while those who live in Bueng Karn generally ferry to Pak Xan or vice versa and the trades across hte Mekhong withotu any obstruction at all since both customs and even immigrations for both sides just simply look the otehr way around for local trades .. ONLY trafes from BKK would get mroe serious notification.

    No wonder, thayt thsoe who live in Bueng Karn is pushign so hard to becoem the new province once Pak Xan has become the new province.

    Sadly, The politician who is the force behind the creation of Bueng Karn Province since 1994 has just passed away on 7 July 2010 due to the kidney failture and obstructing bile duct.

    Who will reap the biggest benefit from the creation of Bueng Karn Province? PJT!

    PJT has also slapped the face of Phinij Jarusombut of Phuea Phaendin Party who has fought for several year to create Bueng Karn province but PJT men just snatch the trophy

    PT men also hate PJT men who turn the red zone of PT/UDD men into blue zone of PJT men.

    PJT men is goign to send the wife of Mr Sognsak Thongsee as the cadidate for the New MP of Bueng Karn to fight against PT men and Phinit Jarusombut's men ...

    PT men has no choice by Unifying UDD men within Bueng Karn to prevent PJT from taking root and to humiliate Phinit that he better not to offense PT men.

    We'll se thsoe old capitalists from Udon and Nong Khai come to "invest" in Bueng karn and their donations for the politicla party would be the critical element that determine the victory in the upcoming election.

    The 5th Thai-Lao Friendship Bridge across the Mekhong at Bueng Karn - Pak Xan?

    Well, even Nong Khai Governor ang Big Jiang (the local capitalist of Nong Khai) are throwing the support for the creation of the The 5th Thai-Lao Friendship Bridge across the Mekhong at Bueng Karn - after all the main EXIM trading of Bung Karn are aimgin at very different targets os it woudl nto gogin to compete!

    Note: The 3rd Thai-Lao Friendship Bridge across the Mekhong at Nakhon Phanom - Tha Khaek is still under construction - goign to be opened in November 2011.

    Note 2: The 4th Thai-Lao Friendship Bridge across the Mekhong at Chaing Khong - Huay Sai is just started the construction on 11 June 2010 - to be done in the next 30 months -> December 2012
