    Railway to Viengchan Phase 2
    Now, Lao government is asking for helps from Thai government to implement railway Phase 2 from Tha Nalaeng station at Ban Kham Savat to Xay Xettha district of Viengchan Capital city with the price tag of 50 Million US Dollars and the distance of 9 km along with the new ICD on 400 Rai of land (160 Acre) at 500 meter North of Tha Nalaeng station. This 50 Million US Dollar project will be 30% aids (rails and even mono block concrete sleepers) and 70% cheap loan.

    The New Railway Bridge in parallel with the existing Friendship Bridge in Nong Khai has the place designated to 30 meter downstream form the existing Friendship Bridge - very closed to the concrete fence of Wat Chommanee.

    This railway Bridge will have three rails (mixed gauge) - the first 2 is for meter gauge and the 3rd rail is for standard gauge for High Speed Train from China to go.

    Even though Lao government is going to allow the 9 km extension from Tha Nalaeng station to downtown Viengchan in Xay Xettha district, the first priority is to set up the new logistic center 500 meter from the end of the line ... with container yard to allow cargo trains from Thailand to load and unload containers to Laem Chabang or so ... just similar to Cargo 781/782 (Bangsue - Padang besar)

    Deputy PM SOmsavat Lengsavat also insisting that both governments have to come up with Joint venture company to handle Lao - China Highspeed railway with 70% of Stock in the hand of Chinese government for railway equipment and rolling stocks and 30% of stock in the hand of Laos government for land ex appropriation and removing the unexploded bombs.

    The investment of 7 Billion Dollars has compelled Chinese government to maximize the profit at all cost so they have to postpone the investments in Lao - China Highspeed railway until Thai Government has changed mind to finish the line to Nong Khai and Padang besar first

    The changes on Thai High Speed railway Networks have a lot to do with the political animosity between PT men in Isan and Northern region (the constituency of PM Yinglux) vs. the Southerners who vote for Democrat ...

    Initially, PT men would never want to see the high speed to the South at all. They want to make a trade with China to reap the benefit for themselves without relying upon ANY PORTS down South or even Laem Chabang even though they still need passenger high speed to make a connection with fellow Isan/Northerner folks who work with Farang or becoming the significant others of Farang in Pataya.

    However, they have to make a gesture that they still loyal to His Majesty by coming up with the line to Hua Hin (Thai version of Riviera - also has Summer palace of HM) ... Otherwise, Bangkokians and Southerners will point out that PT men are betraying His Majesty - the serious offence to the point that it is tantamount to political suicide.

    Madame Viengthong Siphandon (LPDR deputy minister of finance) has signed the loan contract with Mr Akkhasiri Booranasiri (Director of NEDO) for the 1650 million Baht loan for the construction of the new 7.7 km railway line from Tha Nalaeng to Viengchan - 30% of the loan (495 million Baht) will be aids (good second-handed steel rails, concrete sleepers and the token machines) and the other 70% (1115 million Baht) is cheap loan with 10 year grace period to hire the contractors with the usual condition that 50% of the loan will have to hire Thai contractors and purchase Thai materials. This railway line has to be done by the end of 2015.

    This section will be meter gauge to allow Thai rolling stock to go with the special design to allow reguauging into standard gauge (mixed gauge) to allow Chinese made rolling stocks to go. Now, there is a construction of warehouses at Tha Nalaeng station for the distribution of products imported from Thailand including fruits, paddy, rice, meat, seafood, refined oil and Finished products from Eastern Seaboard to other parts of Laos while Laos can export potash as well as other minerals to feed Thai factories or to feed the third countries.

    Lao government has made an agreement to export Potash from Laos via railway line to Laem Chabang Port so it will have strong benefits from both countries to have such a railway track and other neighbor Asean countries and China will reap the benefits from this railway line as well.

    good to see that this si finally going ahead after being cancelled due to the HSR line proposal. I also like the fact that it will be built to allow regauging (or dual gauge would make more sense) at a later date.

    8km to be built by 2015 seems a prolonged period anywhere in the world but given how long the original line across the border took.....

    Here is the model for Viengchan station - designed by Team Consultant - in the reject 9-km Tha Nalaeng -Viengchan line ... will be revived as a part of 7.75 km Tha Nalaeng -Viengchan extension - with the details on the budget as follows:

    Construction: 1.476 billion Baht
    Consultant Engineer: 0.078 billion Baht
    Administration on Lao side: 0.018 billion Baht
    the spare care: 0.078 billion Baht
    Total: 1.650 billion Baht
    Thai loan: 1.150 billion Baht
    Aids in form of concrete sleepers and second handed steel rails: 0.495 billion Baht

    The distance between Tha Nalaeng - Viengchan is 7.5 km though but 7.75 km construction is due to the inclusion of the EOL.
    This will include the construction of Viengchan main station, container yard at Tha Nalaeng (500 meter from Tha Nalaeng station), Lao Railway Authority HQ, and the resthouse for Lao railway officers and the level crossing at Ban Kham Sawat.

    After it is done, SRT will have to run the regular (weekly) cargo train from Tha Nalaeng to Laem Chabang while the DMU service will have to be extended to Viengchan Main station.

    Thailand has provided a grant and a soft loan to finance a railway extension from the Lao-Thai border into central Vientiane over the next couple of years, according to the Thai News Agency.

    Lao Deputy Finance Minister Viengthong Siphandone and President of Thailand’s Neighbouring Countries Economic Development Cooperation Agency (NEDA) Acksiri Buranasiri signed an agreement on the cooperation in Bangkok last week.

    The agreement covers financing for construction of the railway from Thanalaeng train station to a station in central Vientiane that is yet to be built.

    Under the agreement NEDA offers financial support for Laos to build the 7.75-kilometre-long railway track worth 1.65 billion baht.

    Thai financial assistance to Laos comprises a 495-million-baht grant which accounts for 30 percent of the project price and another soft loan equivalent to the remaining 70 percent or 1.16 billion baht, with a grace period of 10 years.

    The project is an extended section of the rail line from Thailand’s northeastern Nong Khai province to Thanalaeng station in Laos. The extended line is scheduled to be complete over the next two years, which will facilitate travel and cargo transportation to Vientiane.

    According to the NEDA chief, the extended railway will also support the Asean Economic Community (AEC), scheduled to be established by 2015, as it will further promote Thai investment in Laos, employment and orders for materials from Thailand.

    Laos is, however, required to hire a Thai contractor and to use 50 percent of raw materials from Thailand.

    The extended rail track is to be one metre wide, also known as the metre gauge, but will be adjustable to support the standard gauge of 1.435 meters to serve high-speed trains.

    Laos plans to export products from its potash mines through Thailand’s eastern Laem Chabang deep-sea port, so a new high-speed railway from China through Laos to Nong Khai and Bangkok will further promote the export of Thai fruit and other farm products and will also boost their prices.

    After I have a chance to talk with the senior officer of SRT who has involved with Lao Railway project during the special trip to Khorat Loco Depot, I got the following info


    1. Viengchan station for passengers is just 100 meter away from Lao ITTEC since it is just 1.5 km away from Viengchan City Center

    2. The station near National University of Laos at Dong Dok is a cargo station for products from China since this station is about 10 km from
    Viengchan City Center

    3. Thailand needs to grant 50 Million Baht of loan to construction the facility and pipelines at Tha Nalaeng station to allow the oil train service across the border from Thai Oil refinery at Laem Chabang to Tha Nalaeng to allow the deposit of refined oil to Tha Nalaeng Oil Depot.


    4. National University of Laos really get serious about opening of the faculty of Rail Transportation so they are importing the textbooks relating Rail Transports for serious studies

    5. The reason why LPDR Politburo have to drag their own feet on the 7 Billion Dollars Lao -China railway project is due to the fact that the contract has so many strings strings attached which can render Lao people to become slaves of Mainland China

    LAOS: Within a budget of 495m baht, the cross-border railway between Nong Khai in Thailand and Tha Na Laeng in Laos is to be extended to the capital Vientiane, where a station and railway offices would be built.

    The 7·8 km extension should be completed ‘within two years’, according to Acksiri Buranasiri, President of the Thai Neighbouring Countries Economic Development Co-operation Agency. Thai development aid will provide around 30% of the cost, with long-term soft loans making up the remainder.

    The metre-gauge line to the railhead at Tha Na Laeng, opened in 2008 (Actually 5 March 2009), is currently the only railway in Laos, but China retains ambitions to build a standard gauge route across the country as part of a long-distance corridor linking Bangkok with Kunming. Whilst some preliminary works have been undertaken for this project in northern Laos, progress has been sporadic due to ongoing disagreements between the Chinese and Laotian governments over land use and labour force issues.

    Mainland China admitting that the construction of railway line from Mohan to Viengchan is a lot more difficult than they have expected due to the unexploded bombs [cluster bombs included] left over from Vietnam War on the route through inhabited areas - as 63% of the routes will be tunnel, bridges and via ducts ... and the tunnels must pass through limestone mountain which collect lots of rainfall - need proper drain to ensure that those rainfall will not cause the cracks on the tunnels.

    Furthermore, the route from Yuxi to Jinhong (Sipsongpanna Autonomous region) to reach Mohan checkpoint will be constructed once the construction of the route from Mohan to Viengchan has been started

    During the meeting of the National Assembly on the 1st constituency and Viengchan Capital City Municipal about the construction of Lao - China Railway at Viengchan Capital City Municipal on 10 October 2012 headed by Dr Anuphab Tunalom (deputy governor of Viengchan Capital City), KaewpheerawongseAmphailad (deputy governor of Viengchan Capital City), Ratchaneewongse Amarathithada (The head of National Aeembly on the 1st constituency), and relating officers.

    During the discussion, about the information and progress on Lao - China Railway on the matter relating to agriculture products, industrial products from 2012 to 2020 to be exported by this railway.. This has included the EIA, the quality of life, the land exappropriation along with the people movement to allow Viengchan city municipal, and the 1st constituency a National Assembly to plan further on this project.

    After the assessment, Lao - China railway will have 417.68 km with 76 tunnels with the total distance of 195.78 km, 154 bridges with total distance of 67.17 km. There will be 31 stations along the route but ONLY 20 stations will be built and the land for station yards along with the track will be 3058 Hectares ... Lao government will hold 30% of stocks while Chiuna will hodl 70% of stocks
