Finally Arresting Law-Breaking Reds?

Left: This is the first time that the Reds infringing the law are arrested by police.
Middle: And then red leaders are fearful to come out [to defend those arrested] and [also] claim that [the persons arrested] are not real Reds.
Middle: Who is the arrested Red?
Right: A Red Muser selling heroin.
["Muser" is hill tribe in the Northern region. In the beginning of the cartoon, it is assumed the police are finally arresting law-breaking Red Shirts, but all of the arrested are hill tribe people selling drugs and are not Reds Shirts at all.]
