Left: Because of the depression that causes heavy flooding at this present, this hampers the government's work and they are not able to solve any problem.
Middle: What's the connection with the flood?
Right: The flood that keeps the government in silence [literally "flooding the mouth"].

[The joke of this is based on a Thai idiom. The exact wording in the far right panel is "nam tuam pak" or "flooding the mouth." It is a Thai saying to describe a situation when someone cannot talk or faces a hard time speaking to explain something.]
